Can I move diagonally?
Yes.

What does it cost to turn a settler into a settlement?
Nothing. You simply declare that the settler is settling. This may be done after moving the settler.

Can a newly created settlement do anything the turn it is created?
Yes! It acts just like any other settlement with a population of 1.

What is the distance to a tile adjacent to my settlement?
1, regardless whether the distance is vertical, horizontal or diagonal.

Can I inspire the same settlement or force multiple times in the same turn?
Yes, so long as you expend the requisite Power each time.

If a force fails to move, and I inspire it to move it again, can it attempt a new roll to enter the same tile?
Yes.

If I use the climate change miracle to make the world drier, do shallow seas become wetlands?
No. It only affects surface tiles.

When I buy an advancement, when do I gain the benefits?
You gain them immediately, although they are not retroactive. All your subsequent actions in the same turn benefit. If you increase your religion rank, you don't gain extra power this turn, as it only affects the roll made at the beginning of the turn.
